City of Fort Morgan utility customers can now pay their utility bills online by signing up through a link on the City website to Xpress Bill Pay, a company with which the City has partnered for online account access and payments. In addition to paying their bills, customers can also view their utility statements, check their account balances, and compare their utility usage to prior billings. The City expects to have all 2012 statements available for customers to view soon

A new law goes into effect tomorrow that requires large trucks to carry snow chains. C-DOT says commercial vehicles weighing more than 26,000 pounds traveling Interstate 70 over mountain passes must carry sufficient chains to keep them from getting stuck until May 31. The rules go into effect now because mountain snows can occur as early as September.

Oil Shale Leases

The federal government has approved two more leases for companies to research how to economically extract oil from oil shale resources in Colorado, Utah and Wyoming. Yesterday, The Bureau of Land Management gave the okay for development and demonstration leases to ExxonMobil Exploration Co. and Natural Soda Holdings Inc. in Rio Blanco County in western Colorado. The decision is subject to a 30-day appeal period. They leases were approved with measures to protect sensitive resources including water.

The proposal would result in an increase of 1-dollar and 50-cents per month for the average residential property. RE-1 Valley School District and Frenchman RE-- 3 School districts are receiving America's Farmers Grow Rural Education grants. The grants give farmers the opportunity to nominate a public school district in their community to compete for a merit-based grant of either $10,000 or $25,000 to enhance education in the areas of math and/or science. More than 1,000 nominated school districts submitted applications. RE-1 will receive a $25,000 grant to help with construction of greenhouses at a couple of local high schools.
Fleming will get a $10,000 grant to create an integrated Science, Technology, Engineering, and Mathematics (STEM) Agricultural Research Center.

Sterling City Council members are considering taking 800-thousand dollars from the Police Pension Fund to better fund the Sterling Police Department. According to the City Manager, the funds were set aside in the mid 1970's when Sterling maintained its own pension fund for Police Officers. Currently, only one beneficiary receives payments. If the council wants to dispense the funds, they'll have to publish a notice to give the beneficiary and the public ample time to respond.

The American Civil Liberties Union says it is being contacted by U.S citizens who received letters from Colorado Secretary of State Scott Gessler questioning their right to vote. The organization's Colorado branch says the voters are among the nearly 4,000 people who Gessler sent letters to asking them to voluntarily withdraw their registration or prove their citizenship. Gessler's office says only those who voluntarily withdraw are having their registration canceled.

The victims of the Aurora Theatre shooting held a press conference today. Their message was, "Show me the money" They're alledging that GivingFirst.org did not disburse funds to the victims' families, but instead sent the money to local nonprofits.. The Colorado Organization for Victim Assistance reportedly asked the victims' committee to delay the press conference so they could speak directly to them. The families hope there will be an audit trail and complete transparency in the donations to make sure the victims and families get the funds.

Two Sterling medical practices are among the 73 in Colorado selected to participate in a program aimed at keeping health care costs down.
The Centers for Medicare and Medicaid Services (CMS) has named Sterling Primary Care and Northeast Colorado Family Medicine Associates to the list of participants in the partnership between CMS and other payers. Under the Initiative, CMS will pay primary care practices a care management fee to support enhanced, coordinated services on behalf of Medicare fee-for-service beneficiaries. For patients, this means their Doctors may offer longer and more flexible hours, use electronic health records; coordinate care with patients' other health care providers; better engage patients and caregivers in managing their own care, and provide individualized, enhanced care for patients living with multiple chronic diseases and higher needs.

Wiggins is withholding about 14-thousand dollars from the payment to the contractor who put in some new sidewalks recently. The money is being withheld pending the resolution of a dispute over extra asphalt that was laid as the sidewalks were going in. The work was not part of the original contract, but the contractor says is was necessary. The contractor is expected to meet with Wiggins town leaders to discuss the issue.

A pair of Republican Colorado lawmakers are asking federal officials to extend livestock grazing. Details from Darrell Moody...






Congressmen Cory Gardner and Scott Tipton have asked U.S. Secretary of Agriculture Tom Vilsack to extend the Conservation Reserve Program acres for haying and livestock grazing through November. In a letter written by the congressmen to Secretary Vilsack, they said an extension would carry Colorado cattlemen through the corn harvest. The letter adds Until corn, corn stalks and wheat grass are available for feed, cattle need to be able to graze on Reserve Program land. The letter goes on to say if this does not occur, many ranchers who have been able to withstand the drought thus far will be forced to sell their livestock in the final days before fall and winter feeds are available.

Colorado Springs Police arrested four people yesterday on charges of trespassing and theft...this after residents reported they were attempting to steal metal from homes destroyed by the Waldo Canyon Fire. Colorado Springs Police have confirmed 42 homes and 43 cars of Waldo Canyon Fire evacuees have been burglarized since the blaze began nearly two months ago.

The man Sterling Police suspect controlled a Marijuana Growing Operation had his bond set at 20-thousand dollars during an appearance in Logan County District Court earlier this week. Johnny Vatole turned himself in to police following a raid at the home he shares with his mother. Vatole has a medical marijuana license for 15 - 20 plants, but investigators found 275 plants growing in his back yard, and 72 pounds of marijuana inside the home.

A unique fund raiser benefiting the Merino Source Youth Center is set for this Saturday. Its billed as "The Sterling Area Young Professionals Road Rally and BBQ". The idea is to follow a series of instructions filled with riddles and puzzles that leads drivers and navigators on a specific route. The route is planned to be completed in a set amount of time, and the goal is to finish in as close to that amount of time as possible. The rally will take place on city and county roads, and should not involve doing anything illegal. Following the race, participants are invited to gather at the final, undisclosed location for a barbecue. Registration will start at 2 p.m. Saturday at Prairie Park.

Mitt Romney's running mate, Congressman Paul Ryan, spoke to more than 1-thousand supporters at a rally this morning in the gym at Lakewood High School. In his speech, he claimed a Romney-Ryan administration would create 12-million new jobs during their first term, and blamed President Obama for the country's current economic woes. Ryan did not address the drastic spending cuts he's proposed for Medicare, Medicaid and Social Security.

The City of Brush fireworks, cancelled on July 4th, have been rescheduled for Friday August 24th as part of the 2012 Prairie Biker Rally. The move was approved at last night's city council meeting. Some consideration was given to shooting off the fireworks at the September 7th Brush versus Ft. Morgan football game, but there were too many safety and legal concerns.

At tonight'c city council meeting, The City of Denver will consider reigning in advertising for medical marijuana dispensaries. The proposal on the table would ban billboard, bus-bench, and sidewalk sign twirler advertising for the outlets, but still allow signs on the businesses themselves. There is disagreement within the medical marijuana industry about the proposed ban. Some say it creates further uncertainty for the stores. Others argue that accepting the ban would be a show of "nieghborliness" on the part of an industry that is often scorned.

The Army said today that it intends to use explosives to destroy chemical munitions that can't be processed by automated equipment at the Pueblo Chemical Agent Destruction Pilot Plant. There are 26-hundred tons of mustard gas are set to be destroyed under the terms of an international treaty. No significant environmental damage will occur if the mustard gas is destroyed using explosives, according to a federal government spokesperson.

Greeley Police Identify Peeping Tom

Police have identified the man accused of setting up a hidden camera at a Greeley recreation center. Darrell Moody has the details...






On Saturday, Greeley police identified 32-year-old Justin Robert West of Des Moines, Iowa as the man who installed a hidden camera inside the changing rooms at the City of Greeley Funplex on July 29. A woman discovered the camera just hours after it was set up. Detectives used footage from the camera to identify their suspect and late Friday, authorities in Iowa arrested West at his home. He's now facing a number of charges including sexual exploitation of children and invasion of privacy for sexual gratification. Investigators say West was traveling the country with his family and had targetted other parks. He's currently being held in Polk County Iowa, awaiting extradition to Weld County.

Initial reports on Morgan County's single stream recycling program are positive. At The County Commissioner's meeting earlier this week, they heard that 37 loads of recyclables were brought to the land fill by county residents during the month of July. Single Stream Recycling means that acceptable items do not need to be sorted out, but they do need to be clean, with labels, lids, rings, plastic films, rubber bands and other add-ons removed. The biggest challenge so far, according to officials is that many items are not being cleaned.

NE Colorado Health Dept Says Anthrax Risk is Minimal

The anthrax outbreak in Logan county has the attention of officials. One dead cow is confirmed to have been infected, and about 50 more are suspected to have been exposed. Dr. Tony Cappello of The Northeast Colorado Health Department says the public at large is not in danger.






State officials think the anthrax was confined to just the one location, but adjacent ranchers have been notified.

A couple of C-Dot projects could impact your travel next week. Guard rail replacement work is schedule on I-76 between mile markers 114 and 116, just east of Sterling. The project should run Monday through Thursday between the hours of 6:30am and 5pm each day.

Also, some highway patching is scheduled for both directions on State Highway 52 between mile markers 105 and 111, north of Ft. Morgan. That work is scheduled for Monday and Tuesday between 6:30am and 5pm. You can expect varying lane closures through the area.

The federal Bureau of Land Management is offering nearly 1,000 acres for oil and gas leases in Colorado. Today's sale is for land near the Grand Mesa National Forest. The state gets about 50 percent from the sale, with the remainder going to the U.S. government. During the last fiscal year, the state collected more than $150 million from royalties, rentals and bonus bid payments for all federal minerals, including oil and gas. Colorado has more than 4 million acres of public mineral estate leased for oil and natural gas development, generating an estimated $5 billion a year for federal and state coffers.

Two Trailways tour busses were escorted off I-25 this morning after authorities learned of a bomb threat. The busses were enroute from Salt Lake City to Denver. Police guided the busses to Ranch Events Center in Loveland, where they were evacuated and searched. No bomb was found, and no one was injured. A 66-year old transient was taken into custody in connection with the investigation.

The man authorities believe shot killed 6 worshippers and wounded a police officer in an attack on a Sihk Temple in Wisconsin has Colorado ties. Wade Michael Page, 40, was shot to death by police responding to the Sunday morning attack in the Milwaukee suburb of Oak Creek. A background check showed Page to be an army vet who was less than honorably discharged in 1998. His military records show a pattern of misconduct. The Southern Poverty Law Center, a group that has studied hate crimes for decades, had Page on their radar since 2000. They describe him as a frustrated neo-Nazi who had been the leader of a white supremecist rock band known as End Apathy Page lived in the Metro Denver area for 15 years. He had a DUI conviction in 1999.

The Governors dismissed the notion that the US needs a national gun control law targeting the type of assault weapon used in the theatre shooting. New Jersey Gov. Chris Christie said more states should craft their own gun-control measures following the will of their residents rather than following a national law.

Parking for the Logan County Fair will be a little bit inconvenient this year, because The Sterling Middle School Parking Lot is not available. Asphalt is being repaired and a nagging drainage issue is being addressed. The project is scheduled to be complete by the end of August, shortly after the school year starts.

C-DOT Crews Working This Month On US 138

C-DOT road crews will begin a maintenance project next week on a 26 mile stretch of US 138 between Iliff and Crook. Road crews will be working between mile markers 18 and 44. The work begins Monday and is expected to be completed by September 6. C-DOT officials say lane closures are to be expected between 6:30 a.m. and 5 p.m. Monday through Thursday. Flagers will be present to alternate traffic throught the work zone and only one direction of traffic will be allowed through at a time. The speed limit will also be reduced to 40 mph. Officials say delays could stack up during peak travel times.

Colorado Plains Medical Center is celebrating its 60th birthday this year and CPMC is accepting nominations for six different $1,000 gifts to be awarded to community organizations and charities. Bud Wells, the former editor of The Sterling Journal Advocate, has been nominated for the Lee Iacocca Award for 2012. The award recognizes dedication and excellence in automotive reporting.
