The city of Denver is considering a proposal today that would ban eating and sleeping on public property without permission. Supporters of the measure say it will help eliminate a hazard to the health and safety of homeless people buy encouraging them to sleep in shelters rather than on the street. Opponents say the ban ignores that fact that the city does not have enough shelter space for its homeless population.
